Operational Assessment
Verde Design Group was selected by the City of Torrance to lead a comprehensive Operational Assessment and Analysis of their park system. The work focused on evaluating the current level of maintenance and providing the tools to improve quality, efficiency and accountability of the park maintenance staff and provide staffing alternatives.
The original scope included reviewing 33 parks in person, with an additional 17 parks added after the project began—demonstrating the City’s trust in our capacity and adaptability. Our team evaluated each site, analyzing functionality, quality of maintenance, physical condition of amenities and accessibility. In addition to physical site assessments, we reviewed current staffing, maintenance schedules, and equipment.
A wide range of specific recommendations were made ranging from sports field maintenance practices to gopher control to janitorial to tree pruning and converting to satellite controllers. All recommendations were to increase usability of the parks by the public, improve safety, fiscal responsibility and long term sustainability of the park’s resources.
Based on our site inspections, with close consultation of City staff, we developed tailored recommendations for renovations, ADA upgrades, amenity enhancements, and potential reconfigurations. The project was delivered on time, within budget, and provides the City with the data and priorities to seek future funding to implement the recommended improvements.
